According to a police report obtained by Cleveland.com, Phelps faces charges of drunken driving and property damage after crashing his SUV into a restaurant. Following the incident, the Browns took swift action and officially waived Phelps the next afternoon.

Reports indicate Phelps resisted cooperation with officers, including refusing a breath test. During the police interview, he allegedly expressed fear of being shot and struggled to respond to questions, suggesting impairment by alcohol or drugs. The crash resulted in significant damage to the restaurant, estimated at $300,000 by the building’s owner, Joseph Schroeder. Fortunately, the restaurant was closed at the time of the incident.
